National Content Study in EPC Drilling Completion Contracts

Producing a report to promote local content efforts in the EPC contract and various drilling and completion services contracts.

The Situation 

As part of its National Content efforts, the client wanted to maximize the Local Content involvement and participation in a new field development through the promotion of Local content efforts in the EPC contract and various Drilling and Completion Services Contracts.

Approach 

Advisian conducted a detailed desktop study to define all activities within the EPC Contract and within the Drilling and Completion Services Contracts.  Of the defined activities, the contracts, sub-contracts, suppliers and jobs were identified that could potentially be contracted/outsourced/awarded to the citizens and enterprises of the country.  This was further validated through stakeholder mapping and engagement.  In addition the following were identified: 

  • The training, knowledge transfer and certifications that will be required to maximize national/local participation in the EPC Contract process as suppliers, contractors, workforce and joint-ventures. 
  • Areas of technology transfer to maximize participation of national enterprises, skilled and unskilled workforce in the EPC Contract value chain activities for future managing and operations in the oil and gas industry.
  • Opportunities for sub-contracting and joint-ventures for national enterprises. 

Recommendations were also provided for a way forward.  Finally a National Content Policy and monitoring tool were developed and training provided to client and government representatives on its use. 

Results  

The outcomes of the study are being used to inform client contracting strategies and operational planning as well as guide stakeholder engagement to ensure that National Content commitments are realistic and sustainable.
